    prepare changelog for release
    
    Note: the test suite spits out "Use of uninitialized value $fd in exists
    at /usr/share/perl5/POE/Resource/FileHandles.pm line 577" twice. This is
    a bug in libpoe-perl, I believe, and I've filed a ticket there.
