    TODO:
    If you are not going to forward the patch you need a
    "Forwarded: no" or "Forwarded: not-needed".
    If you do forward then you need a Bug field to show how it
    has been forwarded.
    The Forwarded tag may be optional, but it has an default value of "yes";
    in any case informing team members of the state of the package is important.
    I also like a Last-Update tag.
