      Tidy rules file: Tighten package-specific CDBS variables and targets.
      Build-depend on libhttp-lrdd-perl (in addition to recommend): Optionally used by testsuite. Support dropping these build-dependencies for profile builds, and document how in README.source.
      Bump packaging license to GPL-3+, and extend copyrigt coverage for myself to include recent years.
      (Build-)depend on librole-commons-perl, and only as fallback on libauthority-shared-perl.
      Allow testsuite to fail temporarily, as it currently trips on broken libscalar-does-perl for which a fix waits for lippath-tiny-perl currently in NEW.
      Prepare for release: Update changelog, control file and copyright hints.
