Skip the "use Time::Warp" test in autopkgtest setups
Plain "use Time::Warp unconditionally outputs
Time::Warp: Time::HiRes is not loaded --
at best 1s time accuracy is available at /usr/lib/x86_64-linux-gnu/perl5/5.20/Time/Warp.pm line 12.
so skipping the use.t autopkgtest-pkg-perl test seems like the best option.
