    Convert to multi-arch.
    
    Use debhelper v9 compat, bump build-dep. Drop unneeded invocation
    of dpkg-buildflags.
    Update *.install.
    Add Pre-Depends: ${misc:Pre-Depends}.
    Runtime library is Multi-Arch: same, cmd-line utils Multi-Arch:
    foreign.
