[php-maint] Bug#147728: can you explain why pspell is not enabled?

You have three bugs asking to enable spell checking module with no
feedback from package maintainers. If developers want to implement spell
checking in php scripts, they are forced to use various hacks and command
line utils incompatible with php safe mode.

Any logical explanation for 3 years and 102 days old wish?
