This problem is due to "old" files from the 1.3.x serie staying in 
/usr/share/php/PEAR/Command.

The fix is simply to remove the 2 /usr/share/php/PEAR/Command/*init*.php 
files.
Please, don't edit /usr/share/php/PEAR/Command.php !!!

Dunno if you can integrate that in downgrade procedures ...
