[php-maint] Bug#339621: php5-dev: PHP_API_VERSION in 5.0.5-3 shows 20031224 but /usr/lib/php5 shows 20041030

I was getting build errors for other packages because PHP_API_VERSION in php.h
was listed as 20031224.  /usr/lib/php5 only has 20041030.  To fix build, I
made these changes:

<#define PHP_API_VERSION 20031224
