[php-maint] Bug#341420: time to include dbase extension as a part
of the main php5 packages?

In August 2005, daniel Morissette signaled to PHP dev't team, that the
DBF package used by the ext/dbase extension was considered non-free
according to Debian's distribution policies, quite likely because the
license is limited to non-commercial use.
Here was the full license text of the DBF package:

From this time, it was partially moved to PECL. But the files dbf.h,
dbf_head.c, dbf_misc.c, dbf_ndx.c, dbf_ndx.h and dbf_rec.c contain this

There is no restriction for non commercial use any more. What about
integrating it in the php5 package?
