Package: php5
Version: 5.05-3
Severity: wishlist

In August 2005, daniel Morissette signaled to PHP dev't team, that the
DBF package used by the ext/dbase extension was considered non-free
according to Debian's distribution policies, quite likely because the
license is limited to non-commercial use.

Here was the full license text of the DBF package:

/DBF - xbase manipulation package
Copyright (c) Brad Eacker, 1991, 1992, 1993

Permission is granted to distribute and use the source,
documentation files and/or compiled binaries associated with dbf
for non-commercial use. No charges may be made for such

This notice and a all documentation must be passed along with
all distributed copies.

inherent either to the documentation or the code for this
program, but, if reported to me, an attempt will be made to fix

 From this time, it was partially moved to PECL. But the files dbf.h,
dbf_head.c, dbf_misc.c, dbf_ndx.c, dbf_ndx.h and dbf_rec.c contain this
mention :
* Copyright (c) 1993 Brad Eacker, * (Music, Intuition, Software, and
* All Rights Reserved
*/ /

There is no restriction for non commercial use any more. What about
integrating it in the php5 package?
