[php-maint] Bug#331034: php4-pear: docs shouldn't live under /usr/share/php

Hi,

As far as I can tell, Debian Policy suggests that the current contents
of /usr/share/php/docs/<PEAR_PACKAGE> (and even
/usr/share/php/tests/<PEAR_PACKAGE>) should actually reside under
/usr/share/doc/<DEBIAN_PACKAGE>.

We have discussed this several times on the debian-webapps mailing list,
and there have been no differing opinions. If you disagree, come over
and discuss it.

The reason that I care about what php4-pear does, is that is the example
that packagers of Pear packages will follow, so things should be done
right from the start. :-)
