It seems like phpize is completely missing from Debian. This breaks
installation of the PEAR-package xdiff.

No, it's not.  Install php4-dev, if you want to compile php4 extensions
(which is the only time you'd want/need phpize).  If "phpize" had been
found, the very next thing you'd realise you were missing was a bunch of
php headers (also in php4-dev).
