[php-maint] Bug#183726: Why is this bug marked as Won't Fix?

This is still an issue - php4-gd should *NOT* depend on libgd(2)-xpm - but
provide libgd(2)-noxpm as an alternate. Pulling in libgd(2)-xpm requires the
following packages:

Which is ridiculous in a server environment, where one wants to keep the
number of packages & dependencies to a minimum.
