[php-maint] Bug#336329: php4-imap: imap.so is not added to php.ini

When I installed php4-imap, I expected it to add the module to the
configuration as necessary, but it did not add the line

extension=imap.so

to the php.ini file (or at least the one for apache2).  It would have
kept me from needing to do a lot of troubleshooting while installing
horde/imp if it had just been put in correctly.
