[php-maint] php dependencie on libapache2-mod-php

i was wondering if there 's a particular reason, why the common php
package depends on libapache2-mod-php. I mean you could use a different
httpd than apache with php and than there's no reason why you should
install the apachelibary.
the worst part of it is that libapache2-mod-php depends on apache-common.
So when i want to use php with an different webserver than apache, i still
have to install apache. even when i never use one component of it.
