[php-maint] php5 override disparity

This went unfixed for at least 5 uploads (or nearly two months). I'm not
officially Part of the php packaging team, so I think it would be wrong
if I replied to installer at ftp-master.debian.org as requested and
explained that web probably would be the right section, but I think
exactly that should be done.
