[php-maint] Bug#351957: Meta package PHP4 should depend on php4-cgi|php4-cli|libapache-mod-php4|libapache2-mod-php4

Meta package PHP4 should be have php4-cgi and php4-cli added to its depends. I.e., it should depend on php4-cgi|php4-cli|libapache-mod-php4|libapache2-mod-php4. This causes problems where other packages such as phpmyadmin, squirrelmail, etc attempt to install apache (even though php4 works perfectly well with other httpds.)

Example:

sudo apt-get install php4 php4-cgi -t stable
