[php-maint] Bug#346176: php4-mysql: Charset trouble

I have a few DBs (4.1 and 5.0) with UTF8 data.  Accessing the data
with php4-mysql/libmysqlclient12 (ie. the sarge setup) works fine, but
when I access the data with php4-mysql/libmysqlclient14 the encoding
is broken (looks like it gets interpreted as ISO8859-1).

I've just recompiled 4.4.0-4 with libmysqlclient12-dev, the resulting
php4-mysql package works fine.  I've also tried building with
libmysqlclient15-dev but that shows the same broken behavior as the
libmysqlclient14-dev build.

Other tools like mysql's cmd line tools and mysql-query-browser work
fine with libmysqlclient15, so the problem probably is somewhere in
php4-mysql.

Note, php5-mysql has the same problem.
