[php-maint] Bug#332632: correct location for pear.mk

Hi,

I just reassigned bug #332632 to php-pear, per the suggestion of the
cdbs team where I originally submitted the bug. Please let me know if
you think there is a better location for pear.mk. If you agree that it
belongs in php-pear, then I'd like to send an updated version before you
include it.
