afaict what's actually going on is you're trying to download a pecl
module for from the net which isn't able to figure out where to find
apxs.  if that's the case, i fail to see how this can be a problem with
the debian php packages as opposed to the APC module you're trying to
install.  can you point out how my rationale is wrong?  otherwise, i'll
probably close the bug in a short while.
