[php-maint] uploading new php{4,5}

hey guys,

just fyi, i found the cause of the bug report about dba, and given its
nature i'm doing an immediate upload of both php4 and php5.  turns out
due to some crufty m4 checks it was linking against the db 4.3 libraries
in spite of using the 4.4 headers.  so... i'm surprised that's even
possible but given the unpredicatable nature of what could happen, and
the fact that i've found the problem, i'm going to go ahead and do an
upload of each fixing it.
