[php-maint] security, bug triaging, a couple packaging changes maybe?

hey guys,

just fyi, the subject states my general order of priority for free time
with php.  i'm going to push on the security team to let through some
kind of security update over the course of the weekend.  while/after
doing so, i'll tend to the BTS as i promised ondrej i'd do last weekend
before getting some kind of nasty bug myself.  

after that, i'd like to tend to making some changes in the packaging.
off the top of my head, unless anyone objects i'd like to enable the
php(4,5)-mysqli features. By default this would create a new package per
module so we'd get stuck in NEW for a bit, though maybe that isn't so
bad now that we have a new version to sit in sid for a bit.
alternatively, i could do some reasearch to see fi there'd be any
problems bundling it with the already-existing php5-mysql package,
though we'd be deviating from how ubuntu is doing it in such a case
fwiw.

secondly, i'd like to compile php with --with-config-scan-dir using some
reasonable value (see #250686).  eventually it'd be nice for us to
manage our extensions using those directories instead of mucking with
the various .ini files, but that should probably wait.

any objections?
