[php-maint] Bug#437443: Turkish locale and date_default_timezone_get()

Debian Etch PHP 5.2.0 package does not include PHP
date_default_timezone_get() fixes for Azerbaijani, Kurdish and Turkish
locales. Lenny and Sid are not affected.

commits and PHP bug report links to patch used in first commit.
