[php-maint] Request to Join Project Packaging PHP for Debian

The packages are in this moment on
http://www.wika.compermisosnetwork.info/debian/ (this server are on mi control by another proyect)

One lite problem ocurr on the source update
In the Original package (old and new vercion) the name is
"SOAP" (capitalised) and in the debian package are "soap" (the dir name
on /usr/share/php)
with compatibili by programs depen off teh pacage are mantein the
original
one idea are create simbolic link if is netsesarie
