[php-maint] if no objections, restructuring svn layout in 1 week

hey guys,

i know this was brought up previously, and we agreed that we'd wait
until "after etch" to restructure the svn repository layout.  however,
i'm really getting fed up with it and don't think i can deal with
another security update like this.  at this point i have a Makefile that
does most of the dirty work for me, but it's still considerably more
overhead than i encounter with any other package that i maintain in an
svn-buildpackage-friendly layout.

so, unless there are any objections before then, i propose that in one
week's time that we move the svn repository layout so that all branches,
tags, and the trunk directory have their contents moved to a ./debian
subdirectory.
