[php-maint] Bug#416168: php4-curl: doesn't install appropriate line in php.ini

Recently installed a package that depends on php4-curl being installed,
which I thought I had.  It took a while to figure out that all
I had to do was add "extension=curl.so" to my php.ini file.

Which leads to two suggestions:
- at least document this in README.debian (it isn't), or better,
- do it, or at least mention it, as part of the install
