[php-maint] php pear packages for sponsorship

I checked out dh-make-php from svn and noticed that it didn't do PEAR (un)registration  in the postinst and prerm scripts.  I have a patch at <http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=442035> to address this.  It still needs some work to create proper postinst/prerm scripts that are lintian clean.

Additionally, I have some packages that I've opened an ITP on, but I'm having trouble at the moment uploading them to <http://mentors.debian.net/>.

Until I can get the mentors issue figured out, I'm uploading the lintian-clean packages to my site at <http://mah.everybody.org/debian-hold/>.
