[php-maint] new team member: Mark Hershberger

hey folks,

i've just added mark to the pkg-php team, as he's itp'd some php related 
packages and it seems sensible to have them hosted in our svn repo.

mark, you should now have svn access (svn+ssh://svn.debian.org/svn/pkg-php).  
take a look around, and if you have any questions about where stuff should 
go, packaging methods, etc, feel free to ask here!
