[php-maint] Packaging php-pear from PEAR

When I grabbed the source for php-pear, I was surprised to see that it
was packaged from the PHP5 source instead of directly from the PEAR
repository.

Is there any reason not to package this directly from Pear?

Would anyone be offended if I ITP'd it?
