yup!

the only thing vaguely relevant off the top of my head is the php packaging 
draft policy:

otherwise i recommend poking around in the svn repo to see how other packages 
are set up.  i don't think we have any rules more formal than that, though 
generally a certain informal assumption is if you don't normally work on foo 
that you talk to the people who do work on foo before you commit to trunk for 
foo.  of course if you have questions this list is a good place to ask, or on 
#debian-devel on oftc (there used to be a #debian-webapps but i think it's 
mostly empty these days)
