yeah, upstream insists on bundling their own timezonedb stuff and has actively 
rejected or at least ignored efforts in the past to use the system timezone 
datafiles instead:

it seems there are those who do support the concept, myself included.  i've 
recently sent a ping on this, including the original author (who is the RH 
packager for php last i checked).

in the meantime, for the stuff in etch, what we probably need is the relevant 
changes to ext/date/lib from upstream cvs (you could try the web interface on 
cvs.php.net maybe) to get the updated info.  if you spent the time digging up 
this info, i could include it in the current version of php5 we have in 
stable-proposed-updates before the next time i poke the release managers 
about accepting it... let me know if you're interested in doing this.
