[php-maint] Finally packaging PEAR+deps

I've had PEAR and its dependencies (currently Archive_Tar,
Console_Getopt, and Structures_Graph) prepared and ready to commit to
SVN.

I have held off so far because I want to make sure everything is
copacetic before committing.

I never did ITP the packages, though.  Should I ITP before committing,
or can I commit and then ITP?
