[php-maint] new project member: Vincen Bernat

hey everyone,

i've just added vincent to the team.  as he has mentioned in his previous 
posts he'll be bringing in the php-mailmime-decode package into the pkg-php 
svn tree, and perhaps we can trick^H^H^H^H^Hconvince him to help out with 
more later :)

vincent: feel free to take a look around in our svn repo, and set up a place 
for your stuff in a manner similar to the other pear/pecl modules.  if you 
have any questions don't hesitate to ask.
