[php-maint] question on session save path

In fact this leads to some fundamental questions:
 1  Why is that directory set with that permissions? 
 2  Is it related to some weakness in the php garbage collector?
 3  Where can I find more informations?
 4  Should we set the separate session directory to the same strong
rights?
