there's the php policy draft:

though it may not be as thorough for the pear stuff.  there's also been
work by other developers to have a debhelper extension for pear stuff, though
i haven't followed this closely.

however, as mark pointed out, it sounds like this is already packaged, though
perhaps not uploaded.  so don't let that discourage you from helping out 
though :)
