[php-maint] Bug#507401: php5-dev: Please provide /usr/bin/php-run-tests

Hello

PHP, PEAR and PECL seem to have agreed upon a ".phpt" format for automated
unit test scripts. It would be nice if the run-tests.php script that is
auto generated by phpize would be available in /usr/bin, too, maybe as 
"php-run-tests" so self written tests could be tested as well.
