[php-maint] making another upload of php5

All,

Because the previous upload of php5 is about to migrate any-time-now, I'd
like to make a new upload with the fix for the freeness issue, and I'd
like to do it soon because the release is getting closer (or at least, we
want it to). Any more things that should be in the upload or that should
delay it?

Otherwise I'll do it on Fri or Sat.
