[php-maint] php5-gd should not depend on libgd2-xpm

Hi,

According to the tag added to the bug '#414579: php5-gd should not depend on 
libx11 or should make it optional' this request won't/can't be fixed.
What is the rationale for this decision?

If it really can't be fixed, what is the proper way to build packages
like apcupsd that require libgd2-noxpm-dev on the machines that need php5-gd 
at the same time?
