From upstream's tarball:
$ grep short_ php.ini-*
php.ini-development:; short_open_tag
php.ini-development:short_open_tag = Off
php.ini-production:; short_open_tag
php.ini-production:short_open_tag = Off

There's a bug somewhere, since the documentation says the default is on, but 
the default values actually differ.
