[php-maint] Bug#442361: QuickForm PHP Licence makes it undistributable

As far as I can tell the license issue is resolved in 3.2.11. It's all
PHP License 3.01 now.

The Ubuntu NGO team started working on packaging CiviCRM and completed
the packaging of php-html-quickform.
