[php-maint] Bug#559029: php-pear: Default pear.php.net channels definition has insufficiend information

Justification: renders package unusable

pear.php.net channel definition shipped in php-pear package doesn't offer
supported protocols.

Without them it is impossible to install any package from pear channel.

Package installation error:
$ pear install Net_GeoIP
pear.php.net is using a unsupported protocal - This should never happen.
install failed
