[php-maint] another sid upload tonight, starting work on lenny/etch

hey everyone,

now that the last lingering issue needing immediate attention is worked out
(the zip extension), i'm going to package and upload the latest stuff to sid.
i'll also finish preparing something for lenny based on all this, and then
etch (time permitting).

i guess there's an open question of whether it should go to t-p-u via
-release or testing-security.  personally i think that -release is
the "right" way to go since it would be a stretch of the truth to claim
that all our desired updates were purely "security" fixes, but perhaps
there are some who disagree?
