Sorry, i didn't notice this. Due to lintian warnings i've already added the licenses of other libraries included (xAjax and openads-api-xmlrpc), but these PHP lincenses were not reported, or i didn't know how to get this information.

It looks like, for example, the Numbers_Words module that you mentioned is still licensed with the php license in pear upstream, [1].

Would it be a good idea to ask upstreams for a license change? It would require to ask for the license change of the pear modules and then ask openx upstream to include these newly licensed modules.

For other libraries previously reported by lintian (libphp-pclzip and smarty) that are already included in debian, i've required them as dependencies and added symlinks to the installed modules, this could be done also for these pear modules, what do you think?
