[php-maint] RFS: libphp-pclzip (updated package)

Dear mentors,

I am looking for a sponsor for the new version 2.8-1
of the package "libphp-pclzip", which i intend to adopt.

It builds these binary packages:
libphp-pclzip - zip archive manager class for PHP

The package appears to be lintian clean.

The upload would fix these bugs: 529666

The package can be found on mentors.debian.net:
