[php-maint] Bug#535148: Downgrade fixes it

Just confirming that for me as well, downgrading to 5.2.9.dfsg.1-4
fixes the problem.  Also of note, I realized that I did not actually
have php5-cgi installed, so this bug should perhaps be redirected at
just php5 or whatnot.
