[php-maint] php 5.3 status

as those of you watching the commit list have probably notice,
there's been some stuff going on.  it's a lot more noise than action,
because i did some "ours" merges on the experimental branch mixed with
standard merges to get a couple changes that we want in both branches.
this way it will be easier to keep track of what we want (as opposed to
cherry-picking in the patches and having to manually scan the history
over and over again).

i also did a number of quilt refreshes, which are needed to avoid likely
conflicts with sid (where i also did refreshes, changing the file pathname
in a lot of the diff headers)

i've also (temporarily) disabled the suhosin patch, since it no longer
applies in RC4 and i'd rather not bother trying to get it to do so since
i'm guessing the suhosin folks will fix it themselves when it's time.
though if someone is interested in wasting some time on it go ahead and
then revert ae3d0d9848d0ecaa44f94c977990897e959e634c.

anyway, i haven't actually tried to compile it yet, but all the patches
apply at least :)  in the next few days i'll try compiling it and assuming
it works i'll throw it at experimental.
