[php-maint] php5_5.2.9.dfsg.1-3_amd64.changes REJECTED

okay, this is the second time i've screwed this up.  i think i made some
change to my local cowbuilder wrapper that's regenerating the tarball when
it shouldn't.  i'll try to rebuild/re-upload again tomorrow morning.
