I don't understand it either, but what I mean was that none of those possible 
futures are of our interest as long as a server supporting it is not in 
Debian main.

It is not; we don't have enough man power to properly and timely support php 
in {old,,un}stable. If there was enough man power we could consider enabling 
the roxen and cadium SAPIs as those servers are in Debian and there have been 
requests to enable them (at least for roxen, I don't remember about cadium).

We are not depriving anything from anyone, that's the beauty of FOSS, you are 
free to do it.
