[php-maint] Bug#568956: php5: sapis are being built with the embedded copy of sqlite3

I just noticed that the description of the packages of the 5.3.1 SAPIs (don't 
know if the situation was the same with 5.3.0) mention the sqlite3 extension 
and that the build log confirms that the embedded libsqlite is being built.

I'm reporting it so that I don't forget. With this, undesired, change the 
SAPIs are embedding sqlite3, php5-sqlite provides the sqlite(2, shared) 
extension and sqlite3 pdo (shared).

We will have to fix this after the transition is over.
