[php-maint] triaging failing upstream unit tests

hey folks,

as i just got politely wrist-slapped for reporting a bug already reported
by raphael, i'm going to suggest the following procedure for handling
reporting any other failing unit tests:

 * clone bug 570140 (php5: numerous failing unit tests in 5.3.1)
 * retitle the bug to something useful (5.3.1 test failure: desc [testname])
 * investigate and/or report the bug upstream
 * mark the cloned bug report as forwarded if you send it upstream

i.e.:

bts --cc-addr=pkg-php-maint at lists.alioth.debian.org clone 570140 -1 . retitle -1 "5.3.1 test failure: blah blah [foo.phpt]"

to "claim" a unit test.  ideally if done before you spend time looking
into the problem and whether it needs to be fixed/ignored locally or
forwarded, it should give enough time to eliminate any race conditions :)

anyway, i'll be looking at a few more tests in the immediate future, so i'd
appreciate it if anyone else doing so could also do the above.
