[php-maint] php 5.3.1 in experimental

hi guys,

FYI i've been on VAC the past 4 weeks, and i'm slowly making my way through
a hefty backlog for the next few days.  but to start here...

i whole-heartedly endorse jumping to 5.3 in unstable, given the problems
we've had in the past with getting backported fixes from upstream.
